Our Real Estate Asset Management Office is looking for a Manager who will be responsible for executing the Real Estate Asset Management Strategy through end-to-end process activities, operational integration and ongoing development, implementation, and improvement of asset management processes and supporting the implementation of Metrolinx Real Estate Strategy objectives by management of properties containing buildings/structures as part of Metrolinx’s owned operational properties portfolio including ensuring due diligence for the delivery of asset management improvement projects, maximizing stakeholder level of service, and identifying and developing solutions.
What will I be doing?
Supervises real estate asset management protocols and management standards to minimize asset holding costs, increase revenue and improve safety conditions.
Creates value in Metrolinx owned real estate portfolio by establishing a comprehensive, lifecycle focused approach to real estate asset management.
Manages the centralization of all Metrolinx real estate asset portfolio information including properties, lands, buildings, reporting on tenants (relocation, termination on tenancies), asset condition, operations data, operational risks, and heritage requirements.
Manages a team of real estate professionals and working collaboratively with other divisions across the organization (Real Estate Management & Development Teams, as well as, Property Acquisitions, Procurement, Legal, Enterprise Commercial Management, Asset Management & Maintenance, Enterprise Data Governance, and Records Information Management), delivers on a variety of corporate realty objectives, including real estate assets oversight, portfolio review and procurements. Ensures team compliance with appropriate directives and policies.
Responsible for the development and implementation of Real Estate Asset Management strategy supporting Asset Lifecycle Information Management System including consolidating and aggregating asset information providing single source of truth for real estate assets, developing asset management protocols (asset registry defining asset classes, asset information standard), and to improve the data maturity (quality, quantity, and completeness) of real estate asset information and the integration of that information within the asset management system including the receival, entry, retrieval and storage of all datasets, records, and documents.
Responsible for real estate assets reporting through the preparation and consolidation of integrated reporting; provides regular updates to senior management, department executives, internal and external stakeholders; provides interpretation and actionable recommendations on both current delivery options and future strategic direction to decision-makers on real estate asset management making visible significant impacts.
Supports whole-lifecycle cost modeling development, analysis, and improvements to realize long-term sustainability of the real estate assets and working with other business units to translate asset strategies into the whole lifecycle cost model including annual or interim updates in line with new and improved data (e.g. asset inventory, cost, condition, etc.)
Responsible for Metrolinx’s real estate assets by developing and utilizing best in class KPIs to monitor performance of assets and recommend on-going and preventative maintenance, the acceptance of engineering services such as design, maintenance, condition assessments, and use of asset management standards and assuring compliance to standards throughout the asset lifecycle including tracking of KPIs through a reporting system.
Supports real estate asset lifecycle planning, asset management plans and the utilization of operating and maintenance-based data to provide recommendations to optimize asset performance, reliability requirements and forecasts.
Supports the development and delivery of rolling multi-year revenue pipeline through real estate property data analysis, and budget forecasts (operating & capital) for preservation and rehabilitation of real estate assets (asset maintenance, renewal, or replacement of retained real estate assets).
Bridges the gap between IT and the internal business teams to assess processes and opportunities, work with diverse set of technologies to determine requirements and implement new systems/applications/ technologies or information collection and storage platforms, or enhancing existing implementations and ensure sound integration with surrounding components from end-to-end operational perspective ensuring optimization and standardization of asset data and asset management requirements to increase safety, reliability and drive cost and risk mitigation efficiencies for asset and system operations.
Responsible for the interface management, control of asset information standards and system applications, review and approval of new releases and applications, and verification of use of approved and current systems by internal/external stakeholders and where necessary instructing upgrades resulting from safety and operational efficiency and asset improvement initiatives.
Responsible for development of new process documents (property handover process, circulation process, etc.), playbook, and procedures such as asset information standard (data dictionaries), data governance, procurement process support, document centralization, file naming convention, etc.
Oversees the strategic sourcing process and contract lifecycle for real estate contracts including procurement, RFP & contract preparation, evaluation, negotiation, contract management, vendor performance and memoranda of understanding (MOUs).
Works with Director to establish supporting policy updates, governance model and an organizational framework for oversight of the asset management and data governance and records management committees, cross functional alignment and implementation process.
Presents materials to peers and senior management to engage and promote awareness off, and support for, the realty and land use asset management, the asset lifecycle management discipline, and the asset class progress and needs and apprise them of critical issues for escalation or collaborative resolution.
Liaises with internal business units regarding operational issues or improvements and provides subject matter expertise to management team on as required regarding asset management discipline.
Supports asset strategy development, monitors the control and development of new or existing asset class and provides SME support and recommendations for real estate asset programs to meet corporate objectives and customer levels of service requirements.
Develops service levels, setting performance targets and measures, identifies gaps and inefficiencies based on performance analytics, improves and revises mandates, objectives, policies, m procedures, and tools and prepares regular reporting structures and protocols to meet Business Unit goals.
Establishes and maintains quality control and assurance compliance on asset management processes/projects including auditing initiatives; ensures deficiencies are addressed immediately and minimizes corporate liability by working with internal stakeholders to identify and manage risk and resolve escalating issues.
Develops, fosters, and maintains good collaborative relationships with government organizations provincial ministries, municipalities, external authorities, private sector companies, local transit, customers, communities, land development organizations, rail partners (CN, CP, VIA) and the public to facilitate the advancement of organizational objectives while gain trust & support, develop resources, drive results, realize project outcomes, manage conflicts, and represent the needs of customers, stakeholders, and operations.
Identifies innovative best practices and emerging trends for operational excellence; presents options that are feasible (including technology, process, standards or policy changes); initiates business case process to advance excellence in corporate asset management practices for change and leads recommended change management practices ensuring compliance with Ontario Realty Directive and other applicable Metrolinx policies.
Develops, maintains, monitors department budgets/forecasts (annual/long term) ensures adherence to budget constraints, analyzes variances, and scrutinizes expenditures, and takes appropriate action to ensure budget is at or under plan including risks to budgets & recommends/implements budget recovery strategies.
Assesses and determines required workforce planning and staffing plan requirements to perform and maintain service levels, identifies budget constraints and overall impact on financial resources.
Meets service delivery objectives and manages outsourced professional advisory service contracts (ex. appraisals, brokerage, engineering, consulting, lease audit, tax audit, property and tenant management) within budgetary limits, seeking out competitive contracts with reduced commissions, and utilizing the bundling of contracts where applicable in accordance with procurement and competition rules/guidelines.
Represents Metrolinx in asset management and commuter industry forums (e.g. Institute for Asset Management (IAM), etc.)
What Skills and Qualifications Do I Need?
Demonstrated progressive experience in corporate asset management managing real estate asset and property management programs, ideally for an owner/public sector agency within infrastructure/transit project environment.
Completion of post-secondary education related to Asset Management, Business Information Management, Engineering, Engineering Management, Engineering Technology, Business, Finance, Commerce, Real Estate, Planning, Law, or a related discipline – or a combination of education, training and experience deemed equivalent.
Asset Management Professional (AMP), P.Eng., designation or C.E.T. certification or Project Management (PMP) Certification will be an asset. Institute of Asset Management (IAM) Certificate or Diploma or other Asset Management designation or certification is preferred.
Excellent understanding of realty governance processes with a variety of real estate transactions including leases, licenses, easements, and dispositions and land use/realty contracts and agreements with a variety of key players including ministries and government agencies, municipalities, utilities and telecommunication providers.
Proficient in, and able to deploy, the development, implementation, and continual improvement of annual asset management plan based on the output from the whole-lifecycle cost model and comprehensive asset reporting systems to meet organization’s objectives and levels of service. Including the development and implementation of dashboards to trend key performance indicators; and reports to meet the needs & requirements of internal/external stakeholders.
Proficient in risk management processes to identify and mitigate risk including assessment initiatives to make timely decisions to manage cost, schedule and reputational risk and address issues.
Proficient in change management in implementation of new business models, strategic plans, performance metrics, technology, policies, programs, and processes.
Experience in contract management systems, vendor management systems, project/program management principles.
Experience with capital planning, computerized maintenance software applications, financial forecasting methods, and corporate data management tools.
Proficiency in relational database concepts, database management software, automation, and tools and computer applications including Power BI, Tableau, Power Queries, MS Office Excel (Pivot tables, Power Pivot, formulas such VLOOKUP’s, XLOOKUPS, sumif, countif, textjoin/CONCATENATE, conditional formatting, VBA), SQL/DAX queries, Python, and Microsoft Office Suite (Word, Excel, Outlook, Project, Access, Visio, PowerPoint, SharePoint).
Experience with software applications such as Oracle Primavera Unifier (Prolinx), Oracle e-Business Suite including Procurement/procure-to-pay, HxGN EAM, EDRMS, OpenText, GIS, and/or other enterprise asset management (EAM) applications would be an asset.
Knowledge of ISO 55000 - Asset Management, ISO 19650 – Building Information Modelling preferred.
Project management skills, including work planning, monitoring and evaluation expertise (budgets and schedule controls, review and reporting on overall progress), to manage multiple projects with competing priorities and tight deadlines in a collaborative, fast paced environment.
Knowledge of performance analytics to monitor project/program performance and quality and to collaborate on continuous improvement initiatives.
Proven leadership, interpersonal and mentoring skills with the ability to clearly articulate creative ideas and direction to staff.
Knowledge of Human Resources legislation (e.g. Employment Standards Act, Occupational Health and Safety Act, etc.) and leadership and management skills to monitor and manage employees and contractors, including experience in the application of collective agreement provisions.
