Procurement Services supports the University community by setting procurement standards through policies, procedures and guidelines. It administers central programs including the Purchasing and Travel & Hospitality cards, uSOURCE (the electronic marketplace) and reviews Purchase Orders for compliance prior to release. A team of procurement professionals conducts strategic sourcing initiatives including sourcing and adding approved suppliers to the Supplier Network, leading procurements over $100,000 on behalf of the downtown campus, and providing training, support and guidance when required. Your Opportunity:
Reporting to the Associate Director, Sustainability and Operational Programs, the Manager, Client and Vendor Services leads a multi-functional team responsible for delivering critical operational programs and support services that underpin the University’s procurement ecosystem. This role manages several key functions, including corporate travel and purchasing card programs, customs and broker relationships, asset disposal and valuation, client help desk operations, procurement technologies and reporting systems, and vendor registry management.
With a focus on service excellence and operational modernization, the Manager is accountable for optimizing the end-user experience for both internal clients and external vendors. The position plays a lead role in the continual transformation of support models and service delivery practices, ensuring they evolve to meet changing stakeholder needs, technological advancements, and institutional goals. The Manager ensures all processes are aligned with institutional policies, compliance standards, and sustainability objectives, while championing continuous improvement and innovation in service delivery.
Working closely with procurement leadership, systems teams, and campus stakeholders, the Manager drives consistency, transparency, and accessibility, ensuring that each function operates as a high-performing, client responsive service. The Manager also plays a key role in fostering a high-performing, service-oriented team culture by setting clear expectations, supporting professional development, and promoting accountability, collaboration, and continuous improvement across all functional areas.
Qualifications:
Education:
• Bachelor’s degree in business administration or equivalent combination of education and experience.
• Public Procurement designation (e.g. Certified Supply Chain Management Professional – CSCMP, or Certified Public Procurement Officer – CPPO) required.
Experience:
• This position requires a minimum of five (5) years business experience managing an operations environment, preferably in a postsecondary environment.
• Demonstrated experience with procurement and information systems, customer relationship management or service systems.
• Supervising and managing unionized staff, project management, business analysis, process re-engineering, statistical techniques, and familiarity with higher education administrative, research and teaching environment.
• Experience with change management and LEAN tools is an asset.
Skills:
• Demonstrated integrity, professionalism, leadership, communication and supervisory skills. Excellent written, verbal and presentation skills.
• Extensive knowledge of information and communication technologies. Conversant with multiple Enterprise Resource Planning environments.
• Excellent knowledge process management and internal controls.
